Your server is overloaded and takes too long to start. Try to remove some mods.

the server has less mods that for example Direwolf20 1.12 and I know that that pack will run, how many mods would I have to remove?

No one cam really say exactly how many you have to remove. Just try each time after x amount of mods removed
