Description: We know that citizens npc is a lot useful in any server..But in your plugins downloader/installer feature citizens2 are not in the list where theres a free version of it in bukkit site..Even we paid for the plugins but since we cannot still upload it in our server.Please approve 
this plugins because we barely need it for our minecraft 1.15 version in our server.
