So I downloaded a few data packs for my server. I got a few to work, only because they started as a .zip file, or I got it off of the paper/bukkit plugins tab. The plugins in the bukkit website are all .jar files. so I renamed all of the .jar file to .zip files. Let's just say it didn't work. If I could get some help, that'd be great

You tried to rename plugin files to .zip files if I understand correctly? That definitely wouldn't work as .jar files is why they actually work. If a datapack doesn't work while others do then that's probably an issue with that datapack, if a plugin doesn't work, you should check your logs.
