mods need at least 1k downloads

Could this requirement be written somewhere so others can see it? Saying "the mod must be popular" is vague and doesn't actually mean 1k downloads at all. Also, is there a way for people to manually add mods to their own server? A 1k download limit is pretty strict for new versions of Minecraft (like 1.16) since new mods get downloaded slowly on 1.16.

The reason why the mod needs 1000+ downloads is because they want to proof that it is not a suspicious mod or anything that affects Aternos system.
