When I invite someone to my server, and he wants to break a block, he won't let him and I don't know why?
so I can break the block I have to give it OP I don't know why ??

Most likely it's because of spawn protection. If they want to break blocks, they'll most likely need to run away from spawn about 16 blocks. One fix is to change your spawn protection to 0.
If it's not that, it could be a plugin.
