Bedrock Plugin Problem

hi! i've been having no problems using plugins and whatnot until recently. i've been trying to use the EconomyShop and KitUI plugins but no new folders for them show up in the plugin_data file, even though they show up in the plugins folder. i've tried removing some plugins and resetting, but nothing seems to work. i'm using 3.14.2, by the way.
