I recently started an SMP and I've been requested by my members to turn the difficulty from easy to hard, and to make it cracked so their friends can play. However, when I changed it to hard mode, everyone got their inventories reset. And then a few days later, I didn't do anything and their inventories were back, but it was still set to easy difficulty, and it is not cracked. Is there any way to make the server cracked, and change the difficulty without getting reset?

However, when I changed it to hard mode, everyone got their inventories reset.
That doesn't happen when you change the difficulty, that only happens when you change the cracked mode.
Changing cracked mode changes the way how the server identifies users.
We can't change that from our side.
