It doesn't matter, this plugin can be downloaded from an external site and won't be added. And for your question, I believe around 1000 downloads and must be around 1 month old from my experience

Thats not 100% right there are plugins that are external sites and get added and that external site on this plugin is spigot link.
Yeah but depends where the link takes you to. It can send you to the developer's website or to the spigot link, as you said. If it does take you to the spigot link, it might get added. But for now, you have to wait for it to meet the requirements
