I have a simple question, what is the minimum amount of days that a mod has to be before it can be suggested?
How old does a mod have to be?

There's no specific minimum on that.

There's no minimal amount of downloads required.

When someone requests a mod and the staff denies it the mod gets blacklisted for some time so that users are not able to request it immediately again.
The mod was probably requested some days ago where it wasn't popular.
I added it now.
