how to start an conversation in aternos board?? (can only aternos admin can do that )

No, there's an icon with two text balloons. Press that and then on the litttle plus.
Then you can select people to add to a conversation.

Private messages are disabled for normal users as this feature has been abused by spambots etc. in the past

how do i make a conversation since it only says u have no conversations
like the question that says how to start an conversation in aternos board??
