Server Keeps Crashing With a Error Message I Can't Understand

Whenever I try to start my server, it keeps saying, "The state engine was in incorrect state SERVER_STARTING and forced into state SERVER_STOPPED. Errors maybe have been discarded." Please help.

There is a screenshot of the console below. I am trying to load several mods including Pam's HarvestCraft, Pixelmon, and Rex's Additional Structures.
