Can't connect to server

Hello, so my problem is that i cant connect to a artenos server using the IP or the DynIp i tried everything it doesnt work, the weird thing is, last week i used the DynIp and it worked twice, but now it doesnt work anymore, i tried flushing my DNS and it didnt fix the problem.The very first time i tried to connect to my friend's server it worked, but after none of my attempts worked Im using Tlauncher btw, when i put the IP it says "io.netty.channel.abstractchannel$annotatedconnectexception connection refused no further information" and when i put DynIp it say"Unknown Host", like i said DynIp worked for me twice but now it doesnt work anymore. I can join multiplayer servers like those big servers but i just can join artenos servers Please help!

Yea i read this before but like i said none of the IPs work for me anymore

Last week i literally used DynIP twice and it worked now it doesnt. And one last thing my other friends also use tlauncher and they can join my server but i cant lol
