Plugin dont have yml file

I have a problem with my server. So when i download a Beauty Quest Plugin it is downloaded to the server but when i try to use the command it say theres a eror and when i see the plugin file theres no yml plugin theres only the jar file of the Beauty quest plugin. I already try another plugin like Citizens 1 but it also has a same problem just like Beauty Quest. Theres no yml file theres only jar file, please fix this

I already try to restart and turn it off and on again and the version is match but it still didnt show the yml file
