There is a maximum of plugins you can install. But as far as I know it is 15 and not 14, so I'm a bit confused too..

Are you sure you have only installed 14 and not already 15 plugins?
When trying to install the plugin, do you get any error messages (especially in the log)?
Is the plugin version appropriate to the server (software) version?
Which plugin did you want to install? -
Make sure to install plugins while your server is offline.
