I wanted to request Astikor Carts TFC(Basically already uploaded to the site, but without the terrafirmacraft support), and Horse Power TFC(same as carts). Why is 2k not enough and how many downloads are needed?
Why is 2k downloads "too little" to be able to request a mod?

Mods/Plugins don't have a specific amount of downloads to be added and downloads counts aren't the only thing to count the mod/addon as popular, all requests (on https://aternos.org/suggest) are manually reviewed.

Yeah, I know that, but why can't I suggest those mods then?

Because those mods were already reviewed by a team member and were not popular enough (download counts is not everything in popularity). You have to wait to suggest it again.
