Add the Simple Voice Chat plugin to SPIGOT

I don't know why the Simple Voice Chat mod is available only for Fabric and Forge, but not for Spigot, Bukkit or Paper! When I try suggesting the plugin, it says the plugin isn't popular enough. The Fabric and forge version is available on the mods page. The plugin does the same tasks as the mod. Could you please add this? Thanks.
