3rd Party Plugins

Im curious, since lots of plugins on here aren't up to 1.10, well the ones I want to use aren't at least. My question is if there is a way to like drag and drop or just to be able to put other plugins in with the server. What happens to me is for example the "Anti-Cheat" plugin isn't at 1.10 yet but when I opened up the website to that specific plugin, the author put a website for the alpha version of that plugin which is called "Anti-Cheat Reloaded" but I downloaded and realized afterwards that from what I see there isn't an exact way to even use it. Is there a way to do so?
