[mod request] et futurum requiem

Hello, i would like to request the mod et futurum requiem, it adds almost all content from 1.8 all the way up to 1.17 to 1.7.10 like the new cave blocks or the utility workstations from 1.14 or mobs like the shulker, it was recently updated and it has 3025 downloads, the mod request section on my server said that it wasn't popular enough but it has been around since january and i've seen mods for fabric with less than 3000 downloads available, i request it here because i do not know which part of the forum would be ok to get support for this kind of stuff, thanks

That's why im asking how there are mods available here with less downloads (the problem the feature said it had) editsign for example on fabric has only 816 downloads and was made on march, et futurum requiem meets all requirements:

- available on curseforge

- it was updated yesterday

- free (obviously, its a curse mod)

- has a description

- more than 1000 downloads (3085)

Its just kinda weird, i was wondering if there is a specific reason

I know it can be different from mod to mod, im just pointing out that it meets all requirements, im just curious about what is the reason that makes the mod not a candidate to be added, it can help for future mods suggestions, i also said 1000 because that's the specified number on the old mod/plugin sugestion page (which isn't specified on the new one, what defines a mod as popular?)
