Server crashes as soon as anyone attempts to join

everytime anyone joins my server they get stuck at the logging in screen and then the server crashes, https://mclo.gs/bJrWRVV

thats the problem, everytime i try to join the server it stays at the logging in screen and then the server just closes before it even reaches the shutdown timer

ok i fixed it to a point, i just removed some mods assuming that the server is overloaded which still doesnt make sense cause i used these same exact mods and versions and it worked just fine so im not sure why the server is getting overloaded now
