What if there's an access logging like "who started the server, who gave (person) a start access, who made changes in files?". I think that will be awesome specially for server owners.

What you're talking about is something like an audit log.
While from a development point of view this should be easy to implement it requires a rather huge effort to create and operate the storage system for that. Also from a financial point of view.
There are millions of actions users do on our website every day. I don't really think that the benefit justifies the required effort.
In addition, you should not give anyone access to your server if you can't trust them.
