So my friend and I tried creating a server with tinkers construct it looked like it worked but when we both got tinkers and mantle because tinkers requires mantle the server said Mod Mantle Regected. Do I have to put mantle on the server and if so how?

Mantle is already installed on the server.
Which version of tinkers and Mantle do you have installed ? -
Thats the minecraft version, what is the mod version?

And you are really sure you use the exact same version on your own computer?

Try to reinstall your client and redownload the mods.

i have tried all of this and none of it will work I'm not sure what to do. I know for 100% I have to correct version it just wont let me join the server because it rejects mantle.

Bruh Check the Version it Has to Be Exact Version For the Mod to work i had same issue and fixed it
