White Screen in Mod Config

I need to edit a mod (not from a pack) and when I go to the correct file location to config all that comes up is a white screen. No amount of reloading , waiting, or restarting has fixed this for me. At first I thought it was because the server is running but even with it off I cannot config any of my 5 mods.

It does not. It also works fine when using my phone so luckily I was able to fix the mod issue. But the white screen still persists on non-incognito desktop.
