The mod has to be installed on the server too.

Worldguard isn't installing, help!

You can use permission managing plugins like PermissionsEX to specifiy which users or which groups of users are able to use specific commands.

You have to use CraftBukkit or Spigot to be able to use plugins. Mind that WorldGuard depends on WorldEdit, install both plugins to be able to use them.
