You probably don't have the same mod collection on your client as on the server?

Remove the mods one by one from your server.
Every time you remove a mod from your server, you need to restart it, then check if the problem still occurs.
If the problem doesn't occur anymore, know that it was probably due to the modification you last removed.

for some reason, my logs are still empty.
Start your server once
It still says crash but we got logs now

It appears this is an issue with the latest Forge releases. At least I have seen this message multiple times on different servers for different mods.
I just digging through file and find crash report is it going to help?

Can you please share your logs. (You may have to start your server once)

Resource packs are client-side by default. They won't have any effect on the server.
But you can instruct the server to provide a resource pack to joining clients. Check this video:

We only offer the latest and recommended Forge build of each version.
Usually mods don't require a specific version, they just need the displayed version or newer.

Your server is taking too much RAM. Remove mods.
