Please try to give yourself the * permission using quotes.
Like: pex user testuser add "*"
When I restart the server and execute the command /pl, PermissionsEx is red
Then you should see some error messages in the log.

Mods und Modpacks muss du auch auf deinem PC installieren um dem Server beizutreten.
Mods musst du manuell installieren. D.h. Forge etc. Dafür gibt es genügend Tutorials im Internet.
Bei Modpacks ist es etwas einfacher. Die verschiedenen Plattformen stellen meist einen Launcher bereit:
Curse: Twitch Launcher
ATL: ATLauncher
Technic: TechnicLauncher
FTB: FTB Launcher / Twitch Launcher
Dort musst du dann nur nach dem Modpack suchen und der Launcher installiert dir alles automatisch.
