This sounds a bit like a bug.
Could you please post the software you use and the plugins installed on your server.

So a possible cause could be a bug in your world.
But it would still be good to have the log.

As far as I understand that's exactly how it should work. People mine stuff which they can use for protecting their stuff. So the server administrators don't have to create protected areas manually.
