For multiple reasons we can only allow plugins which are uploaded to spigotmc.org or dev.bukkit.org .
There is no possibility to upload own plugins.There is currently no possibility to upload your personal plugins.
But you can, and this is the normal way plugin developers test their plugins(if you are not called @Jonas :'D ), install a spigot server on your computer. There are many tutorials in the internet how you do that.
You can export the plugin right into the plugins directory without moving, renaming and uploading your plugin to any testing environment. -

vermutlich blockt etwas in deinem Browser javascript. Am besten aktivierst du JavaScript in deinem Browser(falls dies nicht der Fall sein solle) und deaktiviere Erweiterungen wie NoScript und AdBlocker.

The requested mods are all client only mods, so you don't need it to install it on the server.
Crackpack has been added to the ideas list.
EDIT:
I just checked crackpack, it seems very buggy and resource intensive. So we won't add it.
