You can switch back to Paper but our system wants you to reinstall the server in such case because modded worlds are usually broken when you use them on a non-modded server.

Your server was running on Paper before, Paper as a Bukkit fork store the nether and end at a different location.
When you switch the software from and to Paper our system automatically corrects everything so you don't have the hustle.
In your case when you switched from Paper to Forge our system tried to do its job but found that there was already a nether world at the target path, for whatever reason... Maybe you uploaded a world?
It did nothing to make sure that you don't lose anything.
Long story short: Your nether should still exist but not at that location where Forge is looking for it.
To fix that:

Nevertheless, you installed the mod It's the little things that seem to be incompatible with servers. Try removing it. I've also seen that you installed a bunch of other client only mods.

However, as I said, the worlds that the plugin creates are not visible on the worlds page when the server is offline as it only stores templates and then creates instances of that template. I cannot download instances because they only are created when the server is online (and deleted when offline) and your Worlds page only lets you download when the server is offline.

The server is online as long as someone plays on it.
Your friend can share the access with you, so you can start the server on your own. You only need it to start the server, you don't need shared access if you want to keep it online.

You can download all worlds on the worlds page. There are no plans to allow download of any other files.
I'd say it's a bug in Paper.
Are you sure that your server has Java 15 selected?
Paper says it detected Java 8.
You have to restart the server after changing the Java Version for the changes to take effect
