Wait. Have you started the server after downloading the plugin? Because they need to get installed which is done when the server starts. Afterwards the config should show up (if it's the correct plugin version to the correct server software version,....)

Nope it isn't. He's just trying to help the team I guess (maybe because he owns a forum himself, and he can't let off moderating stuff ;D), because it can be annoying if they have to say every Plugin/Modpack-Suggestion post the same thing, that it should be described, with a link, etc.....
But i can understand you if you say that still would be the staffs work, and they'll do it as soon as possible, if they're not already working on maybe implementing the plugin.
Edit: I just posted this reply at the same time as Andreas, and somehow I didn't realize hed had already written something ;D

In der Plugin Liste sind keine Mods, da man serverseitige Erweiterungen (/Modifikationen) für Minecraft Plugins und nicht Mods (-> Clientsided) nennt.
Und doch, du bist genauso wichtig. Nur halt spammen wir hier ein Thema zu, in dem es nicht wirklich gerade um das geht, worüber wir beide diskutieren
