bro can I check your server because it cannot happen
My server runs fine with 12-13 players and we have added many plugins for minigames too...
Also depends on your version, software, amount of chunks loaded on your server and more. And as you've not been given information about this, you can not compare your server to his.

Adding plugins to your modded server is only possible with cauldron or sponge. Cauldron has been discontinued and sponge is still in beta and not that popular yet. Also, we only add modpacks in their official composition, we won't run a server with cauldron when it officially comes with forge.

We don't add BungeeCord because it is just not needed for what we provide.
We provide servers for private use, a single server for you and your friends.
If you want to create a big game server network we are not your host.

by using a permissions plugin and adding permission nodes to users, ranks or groups
To give access nodes to people, you will need a permissions plugin. I personally recommend permissionsex and so i will give you a few steps for that.
1 install permissionsex https://aternos.org/addons/a/bukkit/permissionsex2 install vault https://aternos.org/addons/a/bukkit/vault
3 restart your server or start it if its offline.4 go to the console https://aternos.org/console/ and type;
pex user username add permissions.*
5 add the permission nodes to ranks or usersthis can be done by doing either of these things
/pex user (user) add (permission node)
/pex group (group) add (permission node)
note that the default group is where people automatically should be added to
to set someone to a group, do the following:
/pex group (group) user add (user)
