vanillatweaks makes datapacks, not mods

You can drag and drop them directly into the datapacks folder in the world files

As for mods, you can't upload those at all

1. You should only use pocketmine if you really, really need plugins as its missing quite substantial ingame stuff like mobs, redstone and about a dozen other things. If you don't need plugins, use bedrock

2. Did you enter the port shown on the website? The standart port 19132 wont work
