So you effectively say give EVERYONE, EVERY DAY a queue skip or RAM boost. That would entirely destroy the entire purpose of the queue system and mess everything up

Sure, but it has to be reasoned. Most of the time it's simply that the plugin / mod or a dependency isn't available (anymore) / only downloadable via external site (always test if it really doesn't install, dont just assume external site = bad)

The reason modpacks exist is so it's exactly that selection and configuration of mods. Being able to add mods to modpacks would destroy the purpose of modpacks

If I can bring my humble knowledge in here - Roman, you know how java works with playerdata in singleplayer. It's saved in level.dat I believe, when it's generated in singleplayer, but on a server that playerdata in level.dat is not taken into consideration, might work the same on bedrock?

Modpacks are generally heavy, and forge is a performance eater as well. That combined, modpacks yield not the best performance, and combined with a ping of 200 it can seem a lot at times. You can't do anything about it though since it's a modpack
