I don't see any way to translate its .jar file. Once you change plugin's name. The whole function will not work well. Have you ever ran a plugin with its name changed before?
He means change the actual texts and stuff inside the .jar

The file you download is the file that is in the server. If you start the server and join, you should and probably will see exactly that world that you download too

Translations aren't edited in the .jar... they're edited in the folder of the plugin/mod after you start the server with it

No, it doesn't. The problem is that the server simply takes too long to start.
