Don't use capitalization in the command. I mean, with @p and command_block

Command blocks are enabled by default, did you try /give player command_block ?

Btw, I asked you if you use pocketmine because pocketmine doesn't support command blocks, but Bedrock does.

What software did you install here?

Are you sure it's Bedrock? Isn't it Pocketmine?

Try using the latest or recommended version of Forge and start your server, if you get another error share the new log.

Sadly the only way to recover your server is using backups, if you don't have, then your server is gone. Sorry
