Please try to install plugins later again.

PermissionsEX requires a chat manager to be able to display prefixes etc.

You have to use CraftBukkit or Spigot to be able to use plugins. Mind that WorldGuard depends on WorldEdit, install both plugins to be able to use them.

You can set the MOTD at the My Server page while your server is offline.

Make sure your server recognizes you're online. If not, rejoin it or restart your server.
