Essentials is already on the list and group manager has been denied many times because it isn't directly downloadable from spigot.

Official just means the legitimate place to download the modpack. So say I wanted Skyfactory 2.5, I would add a link to the FTB launcher and not some random website where I can download the pack.
Popular just means how many people like the modpack. So if I were to request a modpack that only had a couple hundred downloads, the pack will probably not be added, but if I requested skyfactory 2.5, aternos would probably add it because it has many downloads and people like the pack.
