You (server creator) should install ViaVersion, also if you use 1.8.9 maybe you should install ViaRewind too

There are 2 ways you can connect to 1.17 with 1.8
1. Install ViaBackward on the server
2. Install a mod called ViaForge on your minecraft only (this mod allows you to connect to every versions of mc)
