How can I increase the amount of ram on my server?

How does Minecraft calculate server ram? Which aspects of the game have an effect on ram, and which ones calculate on the server? I have a ~60 modes on my client, and I want to add a few globals mods, can I do this, or better stop with this chaotic plan?)
