Datapack not working as intended

I wanted to make a server using an only oceans world with the basic version of this datapack https://www.curseforge.com/min…y-world-water-world/files

I drop the zip inside the datapacks folder and start the world. Its a regular world. I see under datapack list that it is enabled but not working. Any help?

I circumvented the issue by uploading a single player world to the server with the datapack installed so I cant share accurate logs now
