My server crashes "Failed to load datapacks" but there is no datapacks in a mod server

I try to start a server with mods, the same mods work alone, but on the server I get the error "Failed to load datapacks, can't proceed with server load. You can either fix your datapacks or reset to vanilla with - -safeMode" but the server has no datapack.

the minecraft version is 1.19.2 with forge 43.2.3
