My server log keeps saying stuff like "this server has not responded in 40 seconds!" and things similar

when I tried to log in to minecraft I had an issue where only a few chunks around my character would load, and I assumed that the issue would be solved if I waited a bit for the server to catch up but I have been having this issue for over 2 days, I've tried resetting, changing to paper/bukkit, spigot, etc. Im not sure what the issue is but here is my log https://mclo.gs/n75aLkA
