Please go to your 'Files' and find the Citizen plugin their and click it then go to its config.yml and you will see the 'Debug-mode' and it was set it to True 'Debug-mode = True'

Tell me if its working and if nots please transfer on 1.8.3 or 1.8.7

Just change to 1.10 version

Maybe the plugin just not work with your minecraft version or it's just buggy.

Have you tried doing a fresh server with only the citizen plugins you use and see what happens then? To make sure it isn't some conflict with another plugin.
And have you tried setting "debug-mode" to true in the citizens config? And checking.

If this is the case you won't get it running.

Please make the server version to 1.8.7 and use this Citizen plugin version ->>
2.0.16 (beta 1 for MC 1.8.8)10/26/2015 and for commandnpc version use the latest one and it will work i just tried it on my server
