Server crash due to problems with non-existent datapacks

I'll get straight to the point. The server used to have both plugins and datapacks. However, chunks around the world spawn started to have problems where everyone's fps becomes 1 or less. Tried removing datapacks but didn't help. Now server crashes before starting because datapacks failed to load. Tried removing them one by one to no avail.
