You can reload your server instead of restarting it by using the /reload command. Anyway it's not recommended to use it as it may bug your server.

I want to run the skinsrestorer plugin without reloading my server because reload is the server crashes and I have a responsibility to increase the ramps of the aternos servers if there are too many lag on my server I can tell you how to solve the lag problem

There is no way to activate plugins without reloading or restarting.

There is a plugin called 'PlugMan' try downloading that!

I don't think there is any other way.

Plugman plugin is for reloading some plugins. try to use the lower version of SkinsRestorer plugin and also install vault plugin
