I was on this creative server that my friend owns, and he made it 1.20. I have Spigot installed w/ worldedit and Citizens 2.
For some reason, no custom heads will appear in the world, either by /give, /setblock, etc. I grab custom heads from https://minecraft-heads.com/custom-heads and for some reason, only on this server, custom heads don't work. They ALWAYS appear as Steve or Alex heads. Citizens work fine, but their skins are ALSO either steve or alex; importing custom skins will just not work. Is there any reason on why this happens, or is there a fix? No, i haven't tried on other servers with 1.20.
