PermissionEX and vault and bchatmanager

I put vault, permissionEX and bchatmanager. But I look in the files and bchatmanager and permissionEX are there but vault does not put it in the files. then I go on the server and I do / pl and permission puts it but bchatmanager and vault no

at least I think the real problem is the console that is wrong I do the command pex user topolin0 add * then says permission added but when I do the command on the server to put me Founder / Owner tells me that I do not have permissions.
