Problem with Plugins and Worlds on the server.

I have a problem, I tried to install some plugins, but persist the problem that I can not run any command of that plugin. I already did the conversion from Bukkit to Spigot, but nothing.

Basically it is as if all the problems have returned.

I tried to see in the console while the server started and the only problems i noticed, apart from ProtocolLib, are those on line 15 and lines 38-41.

I tried a bit, but I did not find anything on "online-mode" (line 41), It's simply the status of the server?

I noticed however that if I run the commands of the plugin in question from the console, instead of the player, everything seems to work.

Not just the basic ones (overworld, nether and end), but also those added with the Multiverse-Core plugin.

I do not know if it's normal or not:

When i load a world or install a new plugin, before i can do anything else, i have to wait a long time (even 20 minutes), otherwise i can't see the plugins or the worlds.

Is it a loading problem or something else?
