PermissionsEx Not Working

Ah Hello Aternos I'm having a problem with PermissionsEx, the ranks doesnt appear, the permissions aren't working, even if i restart the server they wouldn't work properly. And Now the Users cant build, because it says that u cant build with any block. I need someone from ur Team to come to my server and Help me to configure it. I already tried my best to set up the plugins that were needed, but some of them aren't working. I REALLY NEED UR HELP . And also when i give someone a rank from the Console it says that the User has been set on the Group but when i reload the server the User doesnt have its rank and the prefix never appeared

What do you mean a wizard is it going to come?
