Plugins not installing

Hello. So what happened was after downloading massivecore my server started acting weird.

i stopped it to remove a plugin that was causing issues (perworldplugins since it wasn't configured). after that i tried reinstalling it but it didn't process. doesn't show up in files nor ingame or in command area.

doesn't install anything not just this plugin

nope. still doesn't work

after a nice relog it's fine now.
