A few days ago, after building quite huge structure I got lags on my server. They are so big and irritating. I can break a single block and eat normally.

Check your connection maybe your connection is too slow

Also it would be good to know what software you use and, if you have some, which plugins are installed on your server.

1.13 is very bad in performance.
We already try to get the best out of 1.13 to enhance the performance. However we can not do so much because 1.13 is just annoying.
We hope that Mojang releases an update soon which enhances the performance.
